Last year, theft of copper wire around Europe caused well over 10,000 hours of train delays and tens of millions of euros in damages, five rail operators told Reuters. This year, in spite of heightened security, they expect more of the same. The FBI says it considers theft of copper wire to be a threat to the nation’s baseline ability to function.
California has a law requiring people selling copper at scrap yards to be photographed, have their driver’s license copied and wait 3 days for payment. Numerous studies indicate the growing concern of copper wire theft across the country, including one startling report in 2008 from the Department of Energy that estimated the theft of copper wire costs Americans $1 billion per year. Copper thieves cost an electric company here in central Oklahoma $1,000,000 when they broke into a substation and stole $100 worth of copper.

Lawmakers thought they passed a bill that would be a deterrent.
Deterring the theft of copper and other metal is a work in progress. Diligent policing helps. Since thieves generally sell their loot to scrap dealers, it also helps that the law in Chattanooga, and in many other jurisdictions, requires dealers to see an ID and get the thumbprint of a seller and record the tag number, make and model of their vehicle.
A person commits the offense of theft of copper if the person commits theft of copper that weighs a pound or more, but not including legal tender of the United States.
